Sources and method

This is an independent community project covering Mornington Peninsula, Frankston and Casey. It is not affiliated with any council, the Victorian Government or any contractor. It aims to make public records about road responsibility easy to find.

Who is responsible for a road

Under Victoria's Road Management Act 2004, each public road has a coordinating road authority. The State, through the Department of Transport and Planning, is responsible for declared freeways and arterial roads. The Shire is responsible for local roads on its Register of Public Roads. The federal government does not own or maintain these roads, but it funds some works through programs such as Roads to Recovery and the Black Spot Program.

On arterial roads in towns, the council is often still responsible for parts of the road reserve such as service roads, footpaths and parking lanes. This map shows the authority for the main carriageway only.

How the map is built

  1. Road lines come from Vicmap Transport, the State's road network dataset, clipped to the Shire boundary.
  2. A road is marked State when it overlaps a road in the DTP Managed Roads dataset, checked by name. Peninsula Link is identified by its State road number.
  3. A road is marked Council when its name and suburb appear on that council's public road register. Roads the register lists as State-coordinated are excluded.
  4. EastLink is identified by its State road number and shown separately because a private concessionaire maintains it.
  5. Anything else is marked Not identified. These are often tracks, private roads or roads on Crown land, but some will be matching errors.
